Is there a means to preload files (e.g., via elfweaver) in a binary image
(l4, iguana, apps + files) so that the in-memory implementation of libs/fs
can be used to access pre-created file data ? Or does this need to be hacked
together ?

Thanks!

Gabi - There is a simple in-memory implementation in libs/fs which gets
invoked by libc.

If you need something sophisticated OK Linux offers regular Linux filesystem
support.
