Yes....the Putty is listening to the serial port..i also had set the serial
parameters like you show..
But it is still the same...terminal didn't show anything....

Is Putty listening in to the serial port with the correct parameters?
Please read Section 3.7 of the Putty documentation:

The serial parameters are:
Baud rate (Speed): 115200
Data bits: 8
Parity bit: none
Stop bits: 1
Flow control: none
Serial line should correspond to the USB port your adaptor is
connected to. See if your Windows' "Hardware Profile" control panel
helps you there (don't exactly remember what it's called, but it's
been a while since I've used Windows... :)
