[okl4-developer] Unimplemented virtual interrupts

Hi Peter,
Here is a patch to implement virtual interrupts on ia32. I do not
have time to test it extensively, but it seems to basically work.
I was testing with:
tools/build.py project=iguana test_libs=all machine=ia32_pc99
trace_server=yes simulate
